It's Back . . . Again! Massachusetts Bill to Ban the Sale/Installation of Aftermarket Exhaust Systems Resurfaces

After being stalled in 2004, a bill to ban the sale or installation of "an exhaust system which has been modified in a manner which will amplify or increase the noise emitted by the exhaust" will be reintroduced in the Massachusetts State Legislature - this time with a twist. It has been revised from last year's version to exclude limited-use "antique motor cars." This amendment represents a clear attempt by the bill's sponsor to divide the automobile hobby in an effort to gain cleaner sailing for this restrictive and damaging piece of legislation. The bill is being referred to as H.D. 652 (House Draft) and will likely be renumbered when the bill is formally introduced. However, we need to let Massachusetts state legislators know of our opposition right now!

We Urge You to Call, Fax or E-Mail Your Own State Legislators Immediately to Oppose H.D. 652

* H.D. 652 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.

* H.D. 652 does not supply law enforcement with a clear standard to enforce, allowing them to make subjective judgments on whether or not a modified exhaust system is in violation.

* H.D. 652 fails to recognize that aftermarket exhaust systems offer increased performance, which can make a vehicle safer by improving its ability to merge, pass, travel uphill, etc.

* H.D. 652 would make it difficult for hobbyists to replace factory exhaust systems with more durable, better performing options.

* H.D. 652 would only exclude "antique motor cars" defined as those vehicles over 25-years old which are used exclusively for exhibitions, club activities, parades, etc.

Call, fax or e-mail your own state legislators in Boston immediately to oppose H.D. 652. This bill tramples on the rights of vehicle enthusiasts in Massachusetts. If you need assistance in determining who your own legislators are, please contact the Massachusetts General Court at 617/722-2000.
